Hello, My girlfriend is planning on getting a diploma from here: http://www.theonlinecollege.com/
It's an online college but she will be doing a diploma course. Will a diploma from here satisfy an employer?

The Online College is part of the Sheffield College. - http://en.wikipedia.org/wiki/The_Online_College
However, the contact info on that site has Saskatoon, Saskatchewan, Canada. The principal's office photo looks like someone took a stock photo.
A quick google of her name brings up a lawyer http://www.mckercher.ca/lawyers/marie.stack
Personally, I would pass on this one. Looks like someone may have hijacked a person's name and is pretending to be a legit online service. I could be wrong, but I wouldn't want to spend the money for a 4 year degree online to find out  |

They are NOT a legal "degree granting institution" in Canada and cannot therefore offer a degree in anything.
The (immigration - NOT the employer) requirement for an E2 visa is a Bachelors Degree so to answer your query, NO, it will not suffice.

Thge ON-LINE COLLEGE referred to in the wiki is the one based in the UK and NOT the one in Sask. Canada.

Again, NOT a legal "degree granting institute" in Canada. It will NOT get her a (legitimate) degree and will not get her an E2. They are not legal to offer a degree in Canada.
The ONLY legal degree granting institute (who offer undergrad degrees from start to convocation by distance learning) IN CANADA is Athabasca University.
Most brick and mortar universities in Canada offer a few courses by distance-ed but only A-U offers a full degree by distance-ed.

Thompson Rivers University (TRU) I believe also offers distance learning undergraduate degrees without residency. TRU is a public institution and a member of the Association of Universities and Colleges of Canada.

As distance learning:
Undergrad courses = yes and yes they are transferable to other universities in Canada or working toward a degree from TRU.
Certificate programs = yes.
Diploma programs = yes.
Degree by distance from start to finish = no, not at this time (even though they list a degree in public administration some of the required courses won't actually be offered for another 2 years.

Well it appears that TRU is part of a consortium among several universities in B.C. (e.g. UBC, U.Vic., and SFU). Are you sure that it would be impossible to start from scratch and pick up credits from the various online course offerings among the different universities and add them to a transfer bank for credit against a TRU degree?
I am also aware that universities such as Laurentian University, University of Manitoba, Nipissing University, Memorial University of Newfoundland, and a couple others have online bachelor's degrees. However they appear to require a minimum number of credits obtained prior to entering their programs. It might be a juggling act to get the prerequisites when you want them online, but I question whether or not it would be an insurmountable problem. The Canadian Virtual University (CVU) appears to be part of an association of Canadian universities. Even though they don't actually offer the degrees themselves, the degree you earn is granted by one of the partner universities. So CVU in fact acts as a credit repository.

Personally I would never recommend someone doing an online bachelor's degree from scratch just for the mere fact that it would take forever and requires a lot of discipline. I just think it would be easier to do it through brick & mortar. Graduate degrees would be a different story.
