Why are the government doing this?
Is it about "fighting terrorism" or about monitoring citizens to prevent future unrest?

I think you'll typically find that the second choice in the question pattern used above is what the writer intends to insinuate is the correct answer. The "scare quotes" add a nice touch of calling into question the legitimacy of the other option, too.

It's about monitoring citizens to prevent future unrest with the pretext of "fighting terrorism."
