They are going after you because you are now an easier target.
This is my slant on it, but I don't guarantee it will work. So, they want you to pay for it? Yet, you have a new employer? Is this correct?
How is your current employer dealing with health insurance? If your employer is paying for it, in other words doing exactly what your previous employer should have done, then I would get all paperwork available showing this. Hopefully you are on good terms with your current employer and they have no problems with this. It will also make sure they are doing the right thing too.
Then, go in person with a Korean friend and show them the paperwork. Ask simply, "If my current employer is paying into the health care system, then why aren't you collecting from my previous employer?"
I am curious what they have to say about that. |

Thank you for your advice. I might just do that. As to your question, yes I have had several new employers since 2005. They have all paid into the system as required. I have also left Korea on three occasions since 2005 during which my my visa expired. I reapplied each time again from scratch, did all the paperwork and got brand new visas.

About 2 years ago, I got a really strange letter from some health place asking... yes, asking... if I remember paying for a doctor's visit in 2003 at such and such a clinic. My response through my wife was, "How could I remember that?" I've always been covered on healthcare, and always paid my bills. So the guy said, "If you paid, then just ignore it."
For the past two years, I've been getting monthly bills from something called H-well Kookmin KongKang Insurance, which I assume is the national health ins. I have just ignored them, but they keep coming. |

H-well Kookmin KongKang Insurance?
Is that the NHIC?
Could you have been on private insurance at some time, maybe you have some unpaid bills or your ex-boss didn't pay everything, maybe it's just some kind of a fake billing scam?
While I don't recommend running out and paying this, you should find out just what it is. Perhaps your wife (she's Korean?) can track down the real story. It generally isn't wise to let debts build up if there is a potential that they could get a legal judgement against you and collect along with penalties, fees and sometimes criminal charges for failure to respond to a judge's order. |

You should follow up and find out first what this is and what it's for. It could be a mistake, it could be something you don't really owe or a former boss owes. It could be a billing scam. Maybe you'll have to pay. But you shouldn't leave things like this to build and get worse. |

A few people are grumbling over this. One guy at our school got dinged for 400,000 but no specific reason was given (just "an adjustment). I got dinged for 40,000 won and I was prepared for a 200,000 bill.
I don't think you have much choice. Just pay it. Monthly payments will probably keep them at bay if you don't have the full amount at the moment. |

Yes, it's the H-well insurance people. I don't know whether they are 'government' or simply used by the government. But that's who's wanting the money. |

Simple. My guess is that he or she doesn't have very large savings, and so this unexpected bill has taken him or her by surprise. Most financial advisers will tell you that you should never let your personal savings dip below what you need to survive and pay your bills for a 6 month period. Having done so would have saved him/her a heap of stress. |
