Don't know if it counts as 'rock' but

The handshake seals the contract
From the contract there's no turning back
The turning point of a career
In Korea being insincere

Depeche Mode 1983?

So dont follow me up and down your market
Or your little chop suey ass will be a target
Of a nationwide boycott.
Juice with the people, thats what the boy got.
So pay respect to the black fist
Or well burn your store right down to a crisp.
And then well see ya
Cause you cant turn the ghetto into black Korea.

----"Black Korea" by Ice Cube, from the 1991 album, Death Certificate

The song also mentions the first South Korean president, Syngman Rhee.

EDIT: Just listened to it, and Billy Joel mentions Panmunjom, too.

EDIT: Let's ALL give it a listen to the 1989 classic, We Didn't Start the Fire:

Through early morning fog I see
Visions of soju and adjoishi
things that were not meant for me
I was blind but now I see

Ding dang dong is gainless
it brings on many changes
now I can take or leave it if I please

The game of hangman aint hard to play
someone's gotta lose anyway
The kids call me distainful names all day
so this is all I have to say

Ding dang dong is gainless
it brings on many changes
now I can take or leave it if I please

The invisible wall will pierce our skins
It doesn't hurt when it begins
but once it works it's way on it
the pain grows stronger
give me drink....

Ding dang dong is gainless
it brings on many changes
now I can take or leave it if I please

A newbie once accosted me
with questions of pedagogy
two pages per class or teach them three
and I replied 'oh why ask ME?!'

Ding dang dong is gainless
I've been here for what seems like ages
Gonna take my pension and then leave

And you can do the same things if you please

I don't think Depeche Mode specify in the lyrics but I didn't notice any shots of hagwans or public schools in the video. Or Korea for that matter.

Maybe you are thinking of "Sweet Little Sixteen." Different song.

Here are a couple more, which I am surprised nobody remembers:
