does korea have regular potatoes? all i can find is sweet potatoes.

You can definitely get them at Emart or Home plus. You should be able to get them at any small neighborhood supermarket as well. I have several in my area, and they all sell regular potatoes.

I didn't see any "idaho baker" signs in the stores so it kinda made it difficult.

If you know what potatoes look like, it shouldn't be that hard.

You can find "idaho potatoes" if you go to really big Emarts and such, but usually places sell smaller "boiler potatoes" with thin skins... Emart and Homeplus have English, but if you really need help, just ask "gahm-ja uh-dee ee-suh-yo?" (감자 어디 있어요?) "where are the potatoes?" ^.^;;

Big stores like E-mart are your best bet for quality potatoes. Local markets are a bit hit and miss with their range and quality. In some cases they are more pricey than E-mart and yet still are terrible quality. But it really depends where (and when) you go.

Idaho potatoes are the best. I've seen potatoes in almost every grocery store, but if you want something specific you may have to visit Costco. They may have Idaho potatoes.
