So my contract is up on August 31st and I am not re-signing. I am planning on staying in the country after my visa to stay with my wife and then travel to SE Asia. We are planning to go to Japan in July. If I come back in early August and enter under a tourist visa, can i stay for the full 90 days under a tourist visa? I guess my question is this: Can I enter Korea under a tourist visa, while my E-2 is still valid, in order to stay past my E-2 expiry date?

No.
If you hand in your ARC when you depart Korea (thus canceling your E2) then you get 90 days (as a tourist) on your return to Korea.
If you keep your ARC your exit date is the last date indicated by your ARC and you cannot enter as a tourist.
