What is this exactly? Is this like a letter of release or recommendation letter from each institution or something? Resumes and references are no longer good enough?

Basic certificate (certificate of employment) from employer indicating:
name
ID number
job description
start date
end date
employer name
employer address
employer stamp.
They are required (by law) to provide one when you ask for it.
They CAN levy a SMALL (<1000 won) fee for the preparation of the document.

It is less of a reference and more of a legal doc to signify you worked someplace

My advice is try to do it in both English and Korean.
It is said that previous places of Employment are legally required to give. Problem is human nature and time gets in the way. You can ask for but expect people to ya-ya or ignore your request. My advice is try to make filling your request easy. Do what you can to find and fill out any information.
You might have to go in yourself to get it signed.
Plus be a little careful about the dates. If you worked under the table for a week or two you might want to change dates to coincide with visa dates.
