File a complaint immediately since you have some information on the seller (mail only takes 1 or two days in country.). Maybe the Soul Global Center for Foreigners can offer some advice.

Buying on-line from a stranger really is a gamble. I've bought and sold with no problem, but would think twice depending on the cost of the item.
