Its been almost 5 years(wow time flies) since i got my 60hr Oxford seminars certificate. Will recruiters/employers expect a more recent cert?

Not necessarily newer but 60 hours is shorter than the standard expected (120 hours with 6 hours of observed practicum).

For work in Korean public schools the requirement is a 100 hour course.

Well, as ttom, said, the hours may be more of a concern, but to answer your question (for cases in which your certificate does meet the minimum number of hours), you don't need to update your certification. If it has been a while, recruiters may ask you to get your TEFL Cert appostilled. That's what I did.

As others mentioned, you may want to increase the number of hours. Additionally, it is not necessary if you accumulated a couple thousand contact hours during those five years. If you haven't taught much, then updating it is definitely a good idea.
