#1: show the no AC person a flyer about the fan-death - might work

#2: why should the AC person pay for the no AC person using fan? Regardless of what happens, it will be unfair, since the electricity bill is split both ways.

You need to negotiate apartment rules; above XXc a/c on, below XXc heating on. Hopefully 80% of the time you'll be in between those two limits, but when it's in the 30s with humidity you should have the a/c on.

Also, buy a fan.

I lived in Florida for most of my life. In August if I were to not run the AC the temp in my house would be 90*; close to the same in Korea.

Solution:

Set the thermostat at 84* to kind of cool the place, but more importantly to reduce the humidity inside. Then put fans up, occilating fans not box fans, to cool the place down to a tolerable temp. It should hit around 78* and everybody is happy with only a slight increase in the utility bill. Despite what the no AC guy says....he's hot and miserable. Like I said, I'm from Florida, and I would be hot and miserable with no AC.

1.2 million won for an electric bill? Crap! I paid 29,000 electric bill with running my air con for hours on end. Get one of those ones that hang on your wall installed. Prob more energy efficient. Better, yet, put in in your bedroom and the other room mate will be happy. Your bill will be cheap. So, you pay the electric. There are sales on air cons now. Buying it and installation costs may be a few hundred thousand, but you'll save money on your bill and have it to use next summer too.

You can buy a wall mounted air-con that cools a room for 300-W500,000.
The roomate who is ok with paying for the AC could install one of those in his bedroom.

If I was the fan guy I'd say to you: Don't use the AC, live alone pay for the jump in energy prices or move out. It's your choice. Newsflash you can live fine without an AC. I've lived on the equator with a fan for cooling. You can too.

It's not solving your problem, but I also think it's important to know how to use the AC sparsely. It seems common to crank up the AC on max for a little while and then turn it off when it gets too cold and repeat. I don't think this is very efficient. Try putting the thermostat on a temperature that is not cold but not scorching hot either. The AC should work more efficiently when the temperature difference between the outside and inside is smaller, and it would also not have to cool as much. If it's still too hot, add a direct fan in addition to the AC.

It works pretty well to just turn it on for an hour or two each day, I find. Between oscillating fans and 30 minutes of aircon in the morning, I'm able to live comfortably - about 26 or 27 degrees in my place, on average. Turn it on for a bit in the morning, a bit in the evening, just to cool the place down from the heat of the morning / afternoon sun.

I'm afraid I can't offer any solutions to your problem, but holy schmoly, that's some bill!

I was freaking out waiting for my bill this month (I keep the air con on ALL the time when I'm at home and it's been so hot lately), but it was only like 30,000 Won.

Summer's almost over. Maybe aircon guy should just walk around practically naked and buy a fan?
