When did they start taking fingerprints at Immigration for Visa renew/transfers? What is it for? |

Do not worry. This was implement last year roughly. One of the usually law upgrades. I am pretty sure most Koreans always have to submit fingerprints to the government too. Well mayb just thumbprint.
Actually this is the second time I have had fingerprints done with immigration. The first time , years ago was complete mess and badly done. Then it disappeared. Looks like it came back, this time at least they have the machines. |

A couple of years ago.
It is just the reinstatement of a policy that was in effect up until 2004 when it was discontinued for a few years.
It is no different than the US policy for foreign workers (copied from in fact).

If they can do electronic prints at Immi then why do we have to go through all the hassle of getting them done at a police station in ink for national CBC? In the age of the internet is it too much to ask that they could electronically crosscheck your prints with your homecountry's criminal database?... thereby saving hours of and hours of wasted time and truckloads of wasted paper. |

Stop that! Stop using logic.
Plus, life is not like CSI. Things do not always work like TV. So what branch of the US government is Korean immigration. Whoops forgot different countries. You have security and privacy options. I would never want that easy of access between countries. Through it would be nice to get LiveScan or the ability to electronically submit fingerprint check via embassy.
Plus truckloads of wasted paper! |

Bureaucrats like to keep things bureaucratic as it keeps them in jobs. |

Because immi is for your Korean file and your home country police service wants the "paper" copy for "their" files.
It is hard enough to get 2 government departments in the same country to share files (look at Kimmi and the MOE as but one example).
Why on earth would you expect a government agency in your home country to share or accept files with a government agency in Korea?

Also not all countries require you to submit finger prints to get your CBC |

I went there just last week to get it done. I'm pretty sure it said that this was implemented during mid-2011? But I can't remember for sure.
I wasn't really fussed about it to be honest. When I worked in Hong Kong they too took my fingerprints for my visa/residence card too, so its definitely not just a Korea thing. |
