Can someone explain what this is and how I can get one for someone's birthday? It is a Korean thing, right?

Wow, totally want. I had a birchbox sub in the states, and it was AWESOME. Why do I have to give my ID number to sign up though? Is that a little weird?

ID verification/documentation in 'transaction in cyberspace by electronic methods of payment' is mandatory under the current commercial law of Korea.

It was overturned yesterday (at least for message boards and the like)
