I just got my FBI background check in the mail (whoo!). It's all ready to be sent off for the apostille, EXCEPT I keep seeing E-2 requirements that say the original must be notarized AND apostilled. I called the FBI and as of this morning (Monday, September 24) the FBI does not notarize, only authenticate.
So, I'm going to completely ignore why S. Korean immigration would care about a state recognized notary OR why an original federal document would need notarization. I know the why of things goes out the window with bureacracy.
Rambling aside, should the original be notarized? And if so, how?

Here's the follow up: I've also seen E-2 requirements that state the notary should also fill out a General Affadavit form along with the stamp. Is this really necessary? My notary looked like a deer in headlights when I mentioned the word affadavit. If so, does anyone know where you can download a General Affadavit form. For free...I might mention.
Thanks!

An apostille is a notarization of a notary. So yes, you need a notary.

The notary should have a big stamp that says who he is, and whatnot. Worst case scenario the government sends it back and tells you what you are missing.

If your CBC has a crimp style stamp on it and a signature then it's good to go to be sent to the US State Department for an apostille. If not then I don't know what you're going to do. Did you include a request for the CBC to be notarized or authenticated when you sent in your application to the FBI? If you did then I'm pretty sure it has that crimped stamp on it.

If your background check has been authenticated by the FBI you don't need to take it to a notary. You can just send it directly to the US State Department in D.C to get a federal apostille. If your background check has not been authenticated you can sign an affidavit in front of a notary which states the background check is authentic. Then you can send the background check and notarized affidavit to your own state's department of state to get an apostille. (At least this has worked in some states in the past).

I agree.

It's got me thinking about going to another Asian country instead.

It has really gotten ridiculous.

When you sent in for your original FBI CBC, you should've written "Please include authentication (FBI Seal) with authorized signature." at the top of the application. This will give you the crimped FBI seal with signature which can than be apostilled.

This is exactly what I did and received my CBC with the raised FBI seal with signature as I requested in about 1 month. I understand that if you do not request this on the application, they will not do this for you. You will just get a standard CBC with your criminal standing.

Not sure what you would have to do though if you skipped that step. I'm sure somebody here has an answer though.

The CRC does, thankfully, have the seal and signature although it's not crimped. I'm going to go ahead and send it for apostilling. If it works it works, if not, maybe I'll try something less stressful. The French Foreign Legion perhaps?

Sidenote for anyone who cares: the FBI just this week started printing out the seal and signature. So, no more crimps.

Thank you! That is what the FBI rep told me yesterday when I called. I was still a little unsure, but I feel better reading it from someone else on here too Smile.

Remember, some of us actually want to be here.
And really, the more barriers to entry there are, the higher the cost of labor will be.
