Scenario: if I'm in Korea and call from my Korean phone to my friend who also has a Korean phone but is visiting the states, would it tell me when I call that their phone is outside Korea?

Only if they have set that as an option on their way out. If they went to the phone counter at Incheon airport, they ask if you want that message to be activated. If they say no, or don't use the service and just activate roaming on their phone in the US, the message won't be heard.

Either way, it doesn't cost you, the caller, any more to dial/sms them-- only the 'roamer' gets charged more.

Thanks for the info! Actually my Korean gf is coming to visit me but doesn't want her parents to find out.
