I'd say so. The nightlife is marginally better in Suwon, but you're closer to Seoul in Anyang. Parts of Anyang it's less than 20,000 to cab back from Seoul, and the city itself is getting progressively nicer. I don't get the same impression from Suwon. That said, Suwon probably has better foreign food, if that's your thing, with some really good, cheap restaurants for the factory workers. Bottom line though, Anyang is just a much nicer place to live.

Lived in Anyang for almost 2 years and went to Suwon weekly to meet up with future wife.

Both are cool places. Anyang is cleaner and closer to Seoul.

Suwon is a little grittier, but still not a bad place to be.

Can't really go wrong in either.
