4 months??? not in labor standards or any labor contract that I have seen in Korea (ESL or otherwise).
I do agree that an "in person" inquiry and formal complaint should be filed at the labor board regardless. There is nothing to lose.
Do be aware that side issues, unless they fall under the labor standards acts (discriminatory practices), aren't likely to be given much weight in your case and may work against you as being contrary to university policy and a justifiable cause for termination.
Your co-worker's lack of termination also has no bearing on YOUR circumstances, termination or reinstatement.
