Hello

Is an ARC card necessary for
1. Renting an apartment (Wolsae)
and/or
2. Rentering the country on an e2 visa?

if you have the aforementioned visa in your passport.

just to clarify-
I lost my ARC and but I'll get a new one in Feb anyway so I'm just wondering if I can get out of two trips to Omogkyo

You can go to immigration and get a certificate of alien registration (외국인사실증명서) which you can use in place of your card. I think it costs 1000 won and has to be stamped. You could be fined at the airport without it.

I do not think the ARC is needed for renting. It just might be needed. to make things go smoothly. But you do need to have the ARC with you at all times it is the law. And if you are moving you also have to inform immigration of your new address.

As to leaving and that, it can be done with the certificate, but there will be questions and that.

Really get a new one! If you do not have the new ARC before you go on your trip, use the certificate.

I also think it might be the law to notify immigration within 14 days of losing your ARC. Looking at the Statutes is is vague.

You are required by law to carry either your ARC or passport at all times.

A replacement costs 10k won and takes about 15 minutes to apply for it (depending on where you live the additional delivery fee (to save yourself the hassle of going down to pick it up) is another 5-10k won).

NOT having it is a pain in the butt, will cause you delays at the airport (check-in, passport control/immigration) will probably ask to see it and need to check with their supervisors if you don't have it.
