Is there a list of schools that Korea (and for that matter China, Japan and the other major ESL countries) will not accept as legitimate?

I am aware that distance learning degrees are generally not accepted but what I am trying to to determine is if there is an official list that Korean immigration has of schools they will not accept.

An 'accredited' degree is a gray area. There are different accreditations in America. Regional, national, etc.

I have a friend that went to an online school and doesn't know if it will be accepted. He can get transcripts and an apostille, but that doesn't necessarily mean it will be accepted for an E-2 visa.

So, long story short, is there a list of unaccepted schools?

The only ones that are at issue are the diploma/degree mills in the US (they are illegal in the commonwealth countries).

If it shows up on a google search of degree mills then it will get dumped.

IF it doesn't then it will be good to go.

Yes Immigration has a list of schools that are not accepted. There are some Canadian schools on the list that I am aware of.

There was a Canadian school (Concordia???) that had the misfortune of having its name used on the letterhead of degrees being photoshopped by an unscrupulous Korean recruiter back around 2005 or so.
As a result Korean immi gave the bums rush to more or less anyone who had a degree from that school, regardless of if it was obtained legally.
3 year degrees were an issue for a while (nevermind the fact they are more or less par for the course outside North America), but I think immigration may have since stopped caring about these and moved onto different boogeymen hiding under their beds.

I went to the Immigration in my city (fairly large city) and the person I ended up with said they have not heard of such a list and asked a couple co-workers.
I think there is such a list because in a prior town I heard a story of a teacher getting kicked out of the country a few years ago with a degree from a degree mill and he said they saw his 'school' on a wikipedia list of degree mills.
Immigration offices never give the same answers though. A former boss would go to a 2nd office in our province to get the answer he 'wanted'
There are so many rules they don't know. The main ones are consistent though 'apostille, etc.).
The person said if you can get an apostille for the school its accepted. I asked them if my friend's school is acceptable and they had no idea, just said 'get the degree, the apostille and if your school requires transcripts'.
