Are there any places other than banks and hotels can do legally change currency in Korea? (I never figured whether the Itaewon FCEs were legit or just "allowed")

After reading this article, I fear that some things may change at KEB.

Looks like a US company had the majority of shares for KEB and that may be why it is so foreigner friendly? Now, they are being forced to sell their majority and let Hana Bank take over.
