I've always been curious what the deal was with these people... how they got paid and such, and whether it is effective.
Here's a decent article on it.

Contrary to what many in Korea believe, Kim said her wage does not depend on how many leaflets she distributes. As long as she is out there, trying to give the advertisements to people, she gets her paid by the hour. The leaflets that are not taken go back to the fitness club.
I get 18,000 won for two hours. Its actually 20,000 won but the agency that recruits people gets 2,000 won, said Kim, who does the same work elsewhere as well. |

Jin Jung-min, a 28-year-old office worker at Jongno, central Seoul, experienced an unpleasant incident with one such woman.
One day, I was on my way to have lunch with my colleagues. The weather was literally freezing so I put my hands in the pockets of my jacket. Suddenly, an old lady came to me and pushed an advertisement paper into my side. I didnt want to pull out my hand out of my pocket, as I didnt want to get the leaflet. All of a sudden, the papers fell and scattered at my feet. As soon as the leaflets fell, the old lady stared at me with an angry face and uttered curse words, Jin said.
She said how I could not do such a small favor. Sure enough, I became a merciless person in front of my colleagues. |
I'm always happy when they choose not to bother giving them to me. |

There was a cell phone shop on my way to work that had two people in animal costumes passing out flyers on opposite ends of the road. I took one from the first guy who gave it to me and then waited for the crosswalk and handed it back to the other person passing them out.
I got a real kick out of it. I'm sure they were wondering what the heck was happening. |

That is funny.
I'm not really bothered by the people giving out flyers; they never try to force them on my once I raise my hand in a polite gesture of refusal (I usually nod my head in a slight bow too). What I do hate is how they end up as litter strewn all over the street. Even worse is those guys that drive around in motorcycles tossing flyers and cards everywhere, directly on the ground. |

I usually take them when offered on the street. I respect that they're trying to do their job.
In the department stores I just say no thank you.
And at Costco I'm a bit insulted when they're giving everyone else the discount flyers, but don't hand me one. |

I've only ever seen these people walking down the street, often in pairs, with a dead look in their eyes as they toss them onto the ground one after the other. If the police were bothered they could literally just follow the trail and find the people doing it, then make them walk back on themselves picking them up again. At least, that's what I'd make them do |
