D10 -- How long to get?

I read on a past post that Korean Immigration can hold on to your ARC for up to a month before it's returned.

Is this still the case?

I'm thinking of changing to a D10 to give me extra time to get all the benefits paid by my dodgy hagwon. It's not for job hunting and I hope to be out of Korea asap. In other words, I'm not sure if it will complicate things if I end up leaving Korea before my ARC D10 is ready for pick-up.

Change of status and permission to extend your stay is immediate.
It can take a few weeks for the new ARC card to physically arrive.

It won't matter when it comes time to leave. If you want to leave before it comes in, just leave. You may have to get clearance at the immigration office in the airport (takes about 10 minutes) before you get your boarding pass (the counter staff often want to see your ARC when you check in for your flight.

MAKE A COPY (several copies and e-mail a scan of your ARC to yourself as an archival record) of your old ARC before you change your status.
You WILL need it for various things pending the arrival of your new D10.
