After reading around the Korean language articles online, it seems some of the problems with the NEAT included problems when they conducted computer trials recently. These were not technical glitches like the power went off but silly things like students being able to see the answers to questions and such. Not acceptable you would thing for a piece of software under construction for 5 years.

A more major problem however has been resistance from educators who don't like the "Practical English" focus of the NEAT which they think it makes it less acafemically rigorous in their minds than the Maths or Science tests for highschool students. There were comments that a student could do well in the test while not knowing English but just applying basic knowledge and logic to the questions since the situations were very practical.

The current English test is heavily reading/Listening/Grammar based. So that is where they are basing their comments from.
