| Rather than pitting people against each other and forcing extreme legal penalties, instead, just make it the law that all places have soundproofing. This way no one gets into fist fights or gets dragged to the police station or anything else. |

| I agree. harsher limits and enforcement for building codes. Better to solve it before it's an actual issue. |

Too may people would rather fight than pay for soundproofing. |

Too may people would rather fight than pay for soundproofing. |
Don't think the greedy building owners or builders care about people's fighting after they've gotten their bags of money. Make them build the buildings right the first time and give other apaertment and older villa owners 10 years to retrofit existing buildings which wont be torn down by then. |

So many good points in a row. I think another aspect is that Koreans for so long were selling off their apartments frequently when the market was rising. If a place was poorly constructed or their neighbor was really bad they could easily move if it bothered them enough. They could take their profit on the property and move elsewhere.
Now that the property market is in decline, they are stuck with a crappy apt that isn't worth what they paid for it and a crappy neighbor they can't afford to move away from. |

yeah, noise. just moved out of a place that was way too noisy. not just too noisy, but also WAY too expensive for the monthly complex fees and the boiler(cooking/heating) gas. let's just say we were being rap3d by the "gun" company and the "S"tupid "K"razy gas people. think our place was considered a middle to upper-middle class place. they sure do like to overcharge you because of that. i don't think i ever saw one light on in the grandparent's place across the way from us the two yrs we continued to live there after they moved in. how is that living in "comfort"? calls us the croods. will hopefully never live in one of those awful towers again. anyway, sound. the people upstairs were elephants. HEAVY elephants. we never complained once about them. people downstairs moved in about 4 months before we left. 2 wks before we left, the woman came upstairs to complain about the noise EVERY night BEFORE 9pm. of course, she never came up when i was there. she actually told my wife to club our kids' legs to get them to stop making noise. she is the person who should've been living in a cave. or, maybe a cage? |

Find a modern villa or office tel. I tell you I have quiet city. Some small noise from walking occasionally, but nothing too bad. Decently soundproofed and energy efficient gas bill in winter. (But, I'm not in Seoul.) |
