Am in the USA and neither new card works despite machines having proper Cirrus, Visa and PLUS logos. I went to great pains to have them check these would work internationally before I left.
DOES ANY BANK HAVE A WORKING INTERNATIONAL ATM CARD IN KOREA???
Foreigners seem to have trouble and Koreans don't. |

Did you make sure they undid the region lock on the card? I know lots of cards have locks on different countries and that you have to call the bank and tell them you want such and such country unlocked so that you can use your card. |

In Korea:
Me: Hello. I'd like to verify that this is an international debit card.
Teller: *checks card* Yes. Right. It is.
Me: Are you sure? Last year this card didn't work in Thailand. Can you check gain?
Teller: *checks card* Yes. It's an international card.
Me: Ok. Thank you.
In Canada:
Me: &^$%$W#@*
Back in Korea:
Me: Hello. You said this card is international but it did not work in Thailand or Canada.
Teller: *checks card* Yes. It can only be used in China. |

The bank people supposedly checked whatever needed to be checked before I left. Apparently they did nothing at either bank.
I do have a Visa card from IBK and was able to get a $200 cash advance on it. Am afraid to see the fees for that tho. Anyone know? |

I'm going to second KEB. I had trouble with it once, and then the next time I went in and complained and had to sign an additional form and now I've had no trouble for years now. Always make sure you have a backup plan anyway.
I thought that things had improved a lot with debit cards working overseas in the last few years; I actually double checked the date of the OP cause I thought it might be an old thread revived. I guess there are still problems with some banks even now, though. |

My Woori and Nonghyup ATM cards both work overseas in ATM machines.
My Woori and Samsung C/C's (VISA) both work overseas for ATM, cash advance and regular use.
Once again, using your example:
NOTE TO ALL - DO NOT DEPEND on your ATM card working outside of Korea until you have in fact TESTED it by actual use. If you get a new/replacement card the same caveat applies until you have actually used it abroad.
To the OP:
The fees for your cash advance are about 5000 won in service fees and then whatever your C/A interest rate is (often different from the card rate (often as high as 2% per month from withdrawal to repayment).

Its a smaller bank but Daegu bank will code your atm for overseas use if requested. |

They (the banks) will, if requested, issue a card that can be used abroad ...
but
being told it will work abroad and the actual practice of having it work when you land are not always universal.
The caveat still applies:
Do NOT depend on it as your only source of funds when traveling until you have confirmed by actual use abroad that it works abroad.

why you people keep getting atm cards is beyond me.
atm cards are a relic of a time long ago.
just get a visa/mastercard labeled debit card. it's free at all banks and works everywhere and you don't have to deal with these silly problems. |

Yes, you do... as is the specific case in the original post.

Even if your old card worked, if you get a new card... don't depend on it as your only source of funds.... UNTIL it has been actually tested and confirmed to work abroad.

Read my post. They are both visa debit/check cards. They contain the Visa, Cirrus, and Plus logos. They do not work outside of Korea despite the lengths I went to to get assurances that they would. No mention of needing any signed paper to "unlock" them outside of Korea was made. How am I to know their banking procedures if they insist it will work and that there is nothing more to do?? So I want a bank that is guaranteed to work.
And as far as having a backup, having 2 bank cards from 2 banks WAS my backup. That and I do have money in banks here, which I did not want to use, but had to. The message on ATM machines in the USA is "card restricted."
And the stupid lady from IBK has been in contact with me and INSISTS they should work, and that the machines I am using must not have proper logos. Have tried multiple machines during all times of day and matching bank open hours in Korea.
Bottom line.... these banks block foreigner transactions at the ATM
