A news anchor from channel A stated: I'm just glad that two who are dead are not Koreans, but Chinese.

If the dead girls had been Korean, and if they died because of being hit by the emergency vehicle, we would be looking at Round 2 of the 2002 incident where an American vehicle hit and killed two Korean girls, along with all of the protests, anger, candlelight vigils and drama that followed.

Not saying that what he did say wasn't without tact or that he shouldn't face some censure for the slip(?), BUT what he said was " 사망자가 중국인이라 우리 입장에서는 다행." Which I would translate as "The fatalities were Chinese so from our perspective that is lucky."

Why would you blame anyone or anything at this early stage of the investigation?

Well, then there's all 3 (from the same article you linked):

It could be translated "the fatalities were Chinese so from our position that is relief/fortunate.
