Years back I remember being in Hongdae standing with a group of people I didn't know that well but had been partying with. Anyway, one of the Koreans on the fringe of the group pointed at me and said 'hey you, you handsome' and burst out laughing.
Why do this?

And yes I am aware they say everyone is handsome but this seemed to be done sarcastically as if to suggest he knew I wasn't handsome.

Maybe he saw you touching a girl in a bar, and that was his way of trying to get in on the action

He was just showing off to the others, demonstrating his high level of English proficiency, and laughing proudly and nervously.

By the standard of Korean English teachers:

.... Beginners: stare blankly when spoken to, but can say "game" in class.
.... Advanced beginners: say "hello" to foreigners.
.... Intermediate level: "I'm fine, thank you, and you."
.... Advanced level: "You handsome." or "Teacher, pretty."

Then, with this limited vocabulary, they proceed to teach complicated, useless and often incorrect grammar rules in middle and high schools, all in Korean, and attempt to solve multiple choice problems where there is often no correct answer, or several correct answers, or errors in the problem itself making the problem unsolvable.

Few Koreans have the necessary English proficiency to be sarcastic.

I'm sorry to inform you sarcasm isn't part of Korean culture.

Handsome means tall, don't let it go to your head. Laughing is a sign of embarrassment in Korea, that's all.
