Does this visa require possession of a current ARC?

If it does, is it a means by which a teacher (or other employee in Korea) can effectually convert a work visa to a "looking for work" visa?

I ask because I am in Seoul but no longer have a valid ARC.

[Long story: I received an offer from a small hagwon where I would like to teach, but I have been waiting for multiple weeks for the director to prepare a contract for me. I don't know why there is such a delay, but this is unprofessional at the very least. So, I'm beginning to doubt that this will happen.]

Therefore, I may need to leave Korea late next week. If I cannot secure a new visa before then, it will mean 2 trips to Japan. So, I'm looking for a possible way out -.^ If I could visit Japan to obtain a D10 visa, then I would not have to make 2 trips.

Yes, it requires an ARC unless you hold a PhD.
Yes, it effectively changes a work visa to a "looking for work" visa PROVIDED you can legally look for work.
(unreleased from an incomplete E2 wouldn't qualify under current policy even if your status of sojourn was canceled and you returned as a tourist).
