It would seem that you are correct.

So basically ONE (1) extra day...3 at the outside and that's only if all three holidays above fall on Sunday (and for Children's day Saturday as well).
Other holidays that fall on a Saturday/Sunday are not likely to be compensated as that would be more than a one day increase. |

From next year, Children’s Day will be an alternative holiday allowing it to be observed the following Monday should it fall on a Sunday.
The ruling Saenuri Party and the government agreed Thursday to add the May-5 Children’s Day to a list of alternative holidays which include Seollal (New Year’s Day) and Chuseok (Thanksgiving Day) holidays.
The main opposition Democratic Party (DP) did not take part in the decision-making process as DP members are boycotting sessions of the National Assembly amid conflicts over the nation’s spy agency’s alleged meddling in the presidential election last year.
“It would have been great if bipartisan support was made on the issue of alternative holidays. But we, the ruling party lawmakers, found that this was impossible because opposition party members rejected our call to hold a committee meeting to discuss the matter,” said Rep. Hwang Young-cheul of Saenuri Party. .
“They said holding a committee meeting only to discuss the alternative holiday was inappropriate. So we concluded that we couldn’t wait any more because we had no idea when the waiting game would end.”
The Saenuri Party and DP differ regarding the applicability of alternative holidays.
The DP maintained that the rule should apply to “all national holidays,” calling the ruling party-government agreement a retreat from the initial plan.
In April, the two sides agreed at the parliamentary committee that workers will be entitled to have a day off if any holidays fall on a Sunday. The bipartisan agreement drew a severe backlash from the business community.
Saenuri strove to amend their position to curry favor with the business community as well as the public.
Initially, the ruling party and the government were reluctant about including Children’s Day into the alternative holiday list. But there has been a change in their position because public opinion was opposed to excluding the holiday.
