Skype won't work for me to call US landlines from Korea.
What alternatives to Skype exist that work in Korea? I tried to set-up Google Hangout/Talk and there's no "Call to phone" feature. They say it may because the Korea Telecom company doesn't allow it yet.

I haven't tried VOIP on mobile. How much is the per minute to different countries? Is the connection good?

You pay whatever rate you would've paid for a landline within Korea. VoIP provider doesn't charge you separately, they make profit off of the difference between their operating cost and the rate they charge to Korean mobile companies as a landline. Hence the service is limited to a handful of countries.
If your mobile has unlimited voice call, then it costs you nothing. If you're on a prepaid scheme, then you pay your prepaid voice call rate.
You call in the number, there will be an automated response which says in Korean 'Dial the country code followed by the number you wish to call, then press #.' You don't use international prefix such as 001 with this, but you still drop any 0 in front of city/regional code.
I always use this service when I need to call America or Europe. Like one-in-eight chance, sometimes you might find the call quality is somewhat 'off', no matter how you define it. Hang up and try again, then quality goes back to normal. |

If you have a smartphone download fongo. I know it works on iphone dunno about android. It will give you a phone number and allow you to call to america/canada. You can't call to any korean numbers though. If you have gmail you can use google call and you can call a landline. Fongo can not be installed on my device (Galaxy S4) in Korea (at least that's what the app is telling me).
Gmail's phone has been excellent to me (2c/minute to call the US) |

OTO is a free app that allows free calls as well. That's what I use. |
