I say being a natural-born citizen makes the most sense. Either born in, or to <citizen>-parents, with a registered address in-country. Otherwise it might attract too many immigrant just wanting the income alone. And maybe an age requirement, or if you're under a certain age, it goes into a trust account until you turn 16/18 (whatever age).

Citizenship should not be a qualified thing. Either one is a citizen, or one is not. Even the natural-born requirement for the Presidency is misguided and mildly abhorrent. The answer is to be more careful to whom we grant citizenship, not to create a kind of second-class "hazing" citizenship wherein one is not eligible for full benefits. If immigrants are seeking citizenship only for the sake of the income, do not grant them citizenship. This is part of why I suggest such policies must be accompanied with highly restrictive immigration policies.

If the basic income is to be granted to minors, it would be better to pay it to their parents than put it in a trust fund. In a trust fund it does nothing but accrue; given to your parents, it both fuels economic demand and incentivizes raising a family, which is important if one wishes to cease using immigrants to keep population numbers steady.
