Am I correct in assuming that if you are offered a part-time job they assume you already have an E2 work permit, or are part-timers entitled to the same conditions of employment as full time i.e. work permit documentation, accomodation, contract, etc?

Depends if it is legal part time work or illegal part time work.

Different situations, different conditions.

If you are offered a part-time job, the people generally don't care about your legal status. They are just trying to get out of a bind or cannot afford full-time workers.

It is also easier to terminate the employment of a part-timer.

I have been offered phone work and a part-time job in a school., which is seperate. I suppose that is a double wammy since if I took both I would still be working illegally. I have a 3 month visitor visa and have been told that I would need to go out of the country and return to renew the visa. Even then I would not be using the flight I filled in on the entry card, so I suppose even doing that is risky? Funny thing is I was alos told that here is a Canadian guy doing the phone work full-time and he is doing well and earning as much doing that as working a Hogwon. He also has private lessons. So I wonder how he manages to do that (the phone business does not issue E2 documents)?

I am having difficulties finding full-time work but I will go to YBM and Pagoda at Jongno-Gu tomorrow. Is this a good idea?

Try the ones near Kangnam Station too.

From what I gather, part time work is okay, if it's over the table and you've already got the E2 visa. I could be wrong, though. I kind of hope I am, because I could land a decent part time gig or two.
