I think jvalmer is essentially correct. You don't assume that just because you've got a green it's good to go. You always look first--defensive driving 101.
But because Koreans predictably do the unpredictable on the roadways, it makes for a very stressful driving and/or pedestrian experience. |

Important advice pertaining to this crackdown:
If you are in heavy traffic and have the option of (1) running the yellow/red OR (2) stopping in the crosswalk, choose option 1!
The cops will only ticket you for stopping.
