Assuming he is an American, wtf doesn't the US embassy get involved (or the Canadian or Australian)? I honestly don't think it is the Korean government's responsibility to take care of him, existing system or not, other than to hand him over to the embassy and wipe their hands clean of this no-win situation. The visa sponsor should do something, but assuming this guy just ran off and came into Seoul, they don't need to go chasing after him to send him back.
It really pisses me off the total blazee attitude the embassy personnel have most times I've dealt with them, like they're doing us a favor by doing their jobs. The consulate section is supposed to deal with this kind of thing, not just update the passport renewal system.  |

All embassy nonsense is the same. They're not here to look after you, it's all about money. Unless you're a rich business person or a politician they don't care. It's simple really, and the message is 'We like your money. Thank you for that. But, we only pretend to care a little bit, for our own purposes.' |

Such situations should be the responsibility of the embassy of the coutry the homeless westerner is from, if at all possible.
The employer has no responsibility to fly someone back to their country if they quit or get fired without respecting the contract. The Korean government sure does not have the responsibility of flying home homeless westerners.
As for the shelter issue, it is a touchy one as turning away citizens in favor of foreigners could lead to trouble at most shelters. Then again, helping the homeless is the mandate of shelters. Rock meet hard place.... |

It's not the responsibility of the embassy to help a national that doesn't come for help, unless the said person is unlawfully detained (based on the host country's laws - one reason why diplomats are privileged with immunity).
They aren't going to go chasing after you and force you to leave (especially western embassies), but if you go in asking for help that's another story. |

The US embassy would give an American citizen a ticket home? Really? I'm skeptical of that one. Much more likely that Korean Immigration would pay for his deportation (just like ICE here in the USA spends millions each year deporting illegal immigrants, primarily back to Central America). |

My guess is that the guy was also mentally ill and they realized the only way to get him out of the country was to contact immigration. |

They in fact will, and they mark your passport with it not allowing you to go out of the US again until you pay the government back for the ticket and lodging and food. |

I'm curious about the Dutch guys story, he's a bit long in the tooth to be a esler with a drinking problem or a backpacker who ran out of money.
I'd guess he lived in Korea for years with a Korean wife who passed away and then came down with dementia while living alone in a foreign land with no friends or familty. |

I wouldn't really call that funny...There are probably a lot more TEFL teachers in China who have only a high school education and end up homeless back home, than those of us who work in Korea than return home. |
