Do salaries in Korea reflect a person's citizenship? What is the minimum package one should expect for a deanship position at a university? Do professors of subjects other than English earn more or the same as English lecturers?

Usually university professors are E-1 unless they have another visa. The minimum package is going to depend upon which university it is. The better the university, the better the pay. It will also require higher qualifications and be more competitive. In terms of teaching something other than English as a second language I'd say you need a minimum of a doctoral degree (there may be some exceptions, but very few). The pay should be more than an English lecturer given they are asking for a doctorate.

As for deanship, I wouldn't even take a guess.

I'm headed in the same direction.
