Whatever happened to compensating for holidays on Sundays?

I had heard that in 2014, we were suppose to get the following Monday off if it fell on a Sunday (Chuseok, Seoulnal, etc). But, now someone said the bill failed. Does anyone have any credible links or info on this one way or the other?
