The concept of work hours is mostly quantity, not quality. Working endless hours of mediocre work is more highly regarded than a skilled person that can get the same amount of work done in a shorter amount of time. Thus, they create an environment where people work long hours, take very few days off, and generally get little done in the hours they do work.
