A 29-year-old American accused of having sex with a teenage girl and posting a video of it online was extradited from Armenia to South Korea on Wednesday, the Ministry of Justice said.
The ministry has been tracking down the suspect’s whereabouts since 2010, when he fled to China as the video stirred a firestorm of criticism in the Korean online community.
“The urgency of each case decides how fast the extradition will take place. In this case, it only took three months, whereas it could take up to three years for other cases,” a prosecutor in charge of the case told The Korea Herald.
The ministry said the case will be the first to get legal cooperation in arresting and extraditing a criminal under the terms of the European convention of extradition. Korea joined the pact in 2011.
The suspect was a teacher at an English village in Daejeon, where he taught elementary school kids for 20 hours a week.
The International Communication Center, better known as a “commutable English village,” said the American man had no criminal record when he was hired.
The suspect allegedly met a high school girl online in August 2010. According to local reports, the video was uploaded and sold to porn websites outside of Korea.
He first fled to China after getting fired at the center, officials said. |
Apparently it's the guy, Quincy Black, that had some vids a while back. In the vids, one of the girls was reportedly 15 - so I'm guessing that's where the charge came from.
Hiding in Armenia though - seems very Interpol-ish. |

This is a perfect example of Korea's double standard.
Notice this quote from the Korea Herald article:
"The urgency of each case decides how fast the extradition will take place. In this case, it only took three months, whereas it could take up to three years for other cases,” a prosecutor in charge of the case told The Korea Herald.

Again, when it involves a foreign male having consensual sex with a Korean female, the Korean media, police, and prosecutors go balls-to-the-wall to catch and punish the alleged wrong-doer.
However, when it is a Korean male having sex with underage teenage girls, (even when the Korean male is a teacher at the girl's school) there is mostly no punishment and no crime!!!! Again and again, the Koreans show their xenophobic little-man-syndrome with a significantly laxer standard for Korean men.
As recently as 2009, in Korea the age of consent for sexual intercourse was only 13 years old!
http://www.koreatimes.co.kr/www/news/nation/2009/07/113_47771.html
Only in 2011, did the Korean laws change and make the age of consent now 19.
http://en.wikipedia.org/wiki/Ages_of_consent_in_Asia#South_Korea
However, Quincy Black had sex with a young girl, (who he did not know was only 16), in 2010!!
Now, Quincy Black might be subject to US law, which makes it a crime to have sex with an underage person for any US citizen all over the world, but he has not technically broken any Korean laws regarding statutory rape.
He has most definitely broken Korean laws with regard to the creation and distribution of pornographic films, but he has not broken Korean laws regarding statutory rape at the time he had consensual sex with that young Korean female.
Would making a pornographic film qualify one for international extradition involving interpol???
Bottom line, if Koreans are so concerned about protecting children and Korean females from sexual predators, and if as the prosecution admits, they can act very aggressively depending on the urgency of the case, then why the hell are Korean prosecutors, judges, etc, doing more to punish Korean men and teachers who have sexually abused underage Korean girls and children? |

The incident sparked public anger as it involved an English teacher, with critics calling for stricter rules and screening procedures for hiring English teachers from abroad. |

The sex video incident also dealt a blow to Woongjin Think Big, an education company in charge of managing and supervising English teachers at the facility. The company vowed to strengthen qualification standards for new teachers after the incident.
“We offer weekly sessions on Korean laws and etiquette to prevent similar crimes from happening,” said an official at the International Communication Center where eight English teachers are currently working.
According to the Ministry of Education’s report, only 10 percent of some 7,900 foreign teachers at public schools possess teaching licenses in their home countries.
Some 25 people among them were dismissed or legally punished over drug abuse or the use of violence, the report said. |

As a contrast - http://koreajoongangdaily.joins.com/news/article/article.aspx?aid=2983826&cloc=joongangdaily
--------------------------------------------------------------------
A 29-year-old primary school teacher, identified only by his surname Lim, was caught having paid for sex with a 17-year-old girl in exchange for 110,000 won ($103) after meeting her online in 2009. But the prosecution suspended Lim’s indictment on charges of soliciting a minor, and the teacher returned to his job at the school in North Gyeongsang. All he needed to do was take a counseling program and lose one month’s salary.
Lim is only one of many sexual offenders who still hold their jobs as teachers after committing sexual crimes. A total of 242 teachers have been convicted of sexual crimes, including sexual harassment, molestation and sexual assault, over the past five years.
But 146, more than half, still work as teachers, according to data obtained by the JoongAng Ilbo in cooperation with Representative Joo Ho-young of the ruling Saenuri Party.

You have to admit, having pure blood gives you certain advantages;) |

Yeah, brings back memories of Christopher Paul Neil, who had posted some pics of himself and a Thai boy - he thought he could get away with it because he had "swirled" his face in the photograph. He underestimated Interpol.
http://en.wikipedia.org/wiki/Christopher_Paul_Neil
Even though the crime took place in Thailand, it was learned that he had taught in Korea too, which freaked Korean parents out and was at least one of the reasons Korea started requiring the national background check, because it wasn't long after that that they implemented it. But, as you can see, this current guy had no record, so it did not help (speaking about this case only.)
That happened back in October 2007 - I had just started my first stint in Korea in September 2007 - probably one of the last incoming groups of teachers to have a relatively easy E2 visa process. Hard to believe it has been that long.

Have you seen the ads on Dave's? It's practically impossible for a male to get a decent teaching job. |
It's about to get worse. |

Remember foreigners, paying for sex with a minor is fine as long as you don't film and distribute it. |
that seems to be the message here, which is sad as all hell.
These perverts shouldnt be allowed anywhere near a school or any place that could possibly interact with kids.
Even more scary is the amount of people who are employed as bus drivers who have been convicted of those types of crimes. Was just reading an article about it the other day, will see if I can dig it up.
Apparently Korean logic =
Did man abuse kids/ underage people? If the answer if yes, please give them employment working with children |

Wait, what is the age of consent here? Isn't it 13 in Korea? How young was this girl? 12? |

OK, call me slow or stupid, but we're not talking about Simon and Martina videos about cat cafes or eating raw octopus. We're talking about homemade porn? Where would one post that and how would anyone know the ages of those involved? Again, humor me. I'm not on the "cutting edge", so to speak. |

So, Koreans can do what they please and nothing happens to them. A foriegner does the same thing and viola, throw the book at him. This sir is both sparkling and dynamic! (I condemn both by the way.) |

Perhaps, but I doubt they'd be playing a viola. More likely a 12-string kayagum. |
