Why is there an 'orientation' party in February? Doesn't the university school year begin in September? Do universities also accept new students after the winter break?

NSY is March.

Why do people keep mentioning laws and regulations? Do any of you know the laws and regulations when it comes to Korean building codes?

Yes!

1) How cheap can we build this and get away with it.
2) How much do we need to bribe someone to get away with 1).

Just about sums it up. There have been a number of collapsed buildings and bridges, and subsequent investigation has always revealed some form of corrupt business dealings. Even happened in the nuclear power industry until someone with a conscience blew the whistle.

School begins in March.
BTW, I heard that Madame President owns that university.

It was reported that there was only one door. That also makes it a fire hazard, FWIW.

Must have been a ton of snow to make it collapse like that.

Snow is very heavy.

Correct. In an area, which is prone to snowfalls, an engineer should have incorporated snow into his calculations for structural integrity for the maximum load that the structure can take before failure.

As a former Civil Engineer, there are various loads that one needs to consider when designing structures.

It's so very sad to hear of these young lives lost. I hope that the death toll stays low.

That said, how many of you have seen these "temporary" buildings around? The kind that look like they should only be up for one season - yet somehow stay up for years after - changing from one outlet to another? They seem to dot the countryside. Confused

Apparently this one was owned by Kolon.

This was supposed to be the beginning of a brand new part of their lives. This should have been a day of happiness, a sense of accomplishment, and of meeting new life friends. Instead they have a *&^% building fall on their heads. Unbelievably tragic.

One reason Korea has been so successful in such a short period of time is their lapse building standards.

Build them quick and build them cheap!

Got a problem with one, knock it down and buld another one in its place.

Another awful detail about this story is that many students were trapped overnight under roofing and rubble in the cold, injured and exposed to the elements. If they were inside they may not even have had coats or hats on, and almost certainly no shoes or boots on. A terrible story.

Heavy snow and gravity were the culprits in this. All the blame in the world will not bring those kids back. Its so sad.

As a father my heart goes out to the parents of the those who lost a child and to those who were injured.

A building that people spend time in should be able to withstand heavy snow. There needs to be a full investigation. I don't want to worry about the roof collapsing on my head every time it snows

You're right. Think of how many times there are large groups of teachers meeting for orientations, training, or whatever. Next time it could be us.

Just last week, as I was waiting to cross the road at an intersection on the way to work, I noticed a structurally weak building with an ocean\rail container on its roof as an extra room. It looked way too heavy to be sitting on top of that building. I hope they're not using it for storage.
