That's so they can manufacture replacement ammunition, keep firing missiles into the sea and give South Koreans a reason to vote conservative.

Clever. Announce in Germany that you're taking the high ground and offer money and candies. Get international sympathy on your side and look like a stateswoman to S. Koreans. Irritate the blazes out of NK when they have to justify knee-jerk hating her offer publicly while being threatened by Park's attempt to absorb them privately. All the while Park can say she's done the right thing and express indignation.

Cagey woman. She has no intention of carrying out this aid offer.
