I've see it before, when I was in Mokpo. It doesn't look like it's inside a school. It's a stand alone thing. Near the KTX station.
I heard, third hand, that they had a high teacher turnover.
AS above said, join the Mokpo facebook group. There are teachers who are members who are working there now.
