The embassy is correct.

"Expedited processing is not available for passports when you apply from outside the United States. "

Miraculously, with a bit of controlled rage, I managed to get someone on the phone that explained that to me. I don't recall seeing this in the "Wizard" I was directed to use when I completed my form though.

Thank goodness I only have to do it once a decade.

Why are angry with the embassy? It's not like any of this is new; it's been over a decade since passport issuing was centralized. And the information about how to get a new passport has been on the embassy web site for ages. The wizard for the form is the same site that everyone, anywhere, will use--it doesn't matter if they're applying from Korea, Timbuktu, or Birmingham. The wizard is just the guide to completing the form. The embassy site has the pertinent information for your situation.

If you lose your passport or it's stolen, then you have the fun of reporting the loss to the Korean police, to the embassy, and then to Immigration. While awaiting the new passport, you won't be leaving the country.

Oh, do not use photo booth photos! Spend the measly 3,000 won (or is it now 5,000) to get the photos taken by a human who will measure them with the nifty gauge used by every embassy and consulate on the planet. You will find one of those human photographers at E-Mart, Home Plus, Lotte Department Store, etc. They're all over the country.

When you get your new passport, go to Immigration and have your immigration file updated with the new passport information (number, date issued, date of expiration, etc.). The Immigration agent will copy the data pages of the new passport, stamp it, and this will cost you all of zero won.

OK! I got my new passport last Friday. I think it took slightly over a week. Supremely fast, that part impressed me at least.

Now, I have to register it with Immigration? Any more information on this? Why do I have to do this? What do I say? etc., etc.

Go into immigration.
Fill in the form (change of information).
Give it to the officer at the desk.
With any luck you will be in and out in a short time.

IF there are issues with your status of sojourn and an expired passport then you will have to deal with it at that time.

I have gotten a new passport in Korea. My old one was full including additional pages.
Upon exiting Korea, there was no need to produce the old passport.
Naturally, your history is in the computer.

If you want to confirm if there is or isn't a legal requirement to get a new entry stamp in your new passport, all you have to do is call 1345, the Immigration info hotline.
There may be no legal requirement and no need to do anything.
Whatever you do, don't offer the information that your passport was expired. That would be counter-productive and counter-intuitive. In other words, it would be asking for trouble.
