| Cover your car license plate with some old scrap newspaper or something, then park where ever you like. The guys who drive around with the cameras on top of the vehicle snapping images of parking violators won't make the extra effort to get out and check for your plate number. |

Not necessarily. I've seen them get out and take pictures of obscured license plates with digital cameras. |

| Evidently if you turn on your blinkers, you can park anywhere you want, even in the middle of the road. There's a certain seductiveness to it, and I have to admit that I myself a few times have simply obstructed an entire lane for a few minutes while running in to the launderers or the pharmacy. What I do like is the pay spots where the old retirees hang out and gather money from people who park. It would be the easiest thing in the world to rip them off, but I for one don't have the heart to screw some old fellow out of his thousand won, and it's nice to share a few positive sentiments with them. Much better than parking meters, and at a thousand won an hour or so, probably cheaper too. |

Are those guys legit? I assumed they were scammers/gangsters. I told the guy it was a public street. He had no ID; just a guy on a scooter handing people tickets on a public street. I just parked there, returned, threw the ticket on the ground and drove off. |

Surely you mean that you threw it in a garbage can. |

In my village they are, the local government even put up warming huts for them for in bad weather. |

How small we talking? In really small towns, you park on the side of the road or on the sidewalk or whereever. How I miss rural areas. |

They do; I've had mine impounded twice, in Busan 5 years ago and in Daegu 2 years ago. They leave a notice on a nearby tree or pole with directions to the place. It was 30,000 to get the car out, IIRC. They wanted to hear no stories of how it wasn't fair and how I should get the car without paying the fine.
OP, in small towns parking is OK just about anywhere, no? You don't see cars parked along the side streets at night? As with most things, do whatever the locals do. |

Maybe 40,000 people spread out over an area that takes about an hour to drive across? |

| oh and I forgot to add, is car theft in korea considered relatively low say in comparison to North America or would you say it's higher? Again, my landlord said that car theft (at least in our town) is practically non-existent so I shouldn't really worry about it (even though I have a car alarm and dash cam, but concerned about leaving it in a lot that has no lights at night). |
I've been praying for about 5 years now for someone to steal my car. No luck.
In a small town you can park just about anywhere. Leave your phone number in the window. If there is a problem they will call you to move it.
The only parking ticket I ever received (50k won) was for using a politician's spot at city hall in Suwon.
I don't think they ever impound cars here. I have never heard of it happening (even if you are parked on private property).

In Seoul, they are quite strict about giving out parking tickets. I've gotten at least 4 or 5 after two years of driving. If the parking cameras don't get you, the roving SUVs with the cameras mounted on the roofs will.
I got a ticket once in Yongsan for being parked along the road for 5 MINUTES. Stopping for that milkshake wasn't worth it. In Gangnam, I parked on the sidewalk at the Cheongdam McDonald's because all the parking spaces directly in front of the restaurant (but still on the sidewalk) were taken. As I was eating, I saw the Illegal Parking SUV stop behind my car and take a picture. Sure enough, less than a week later, a parking ticket arrived in my mailbox. If there is one traffic law that gets strictly enforced, it is the parking law, in Seoul anyway. |
There's Seoul and then there's the rest of the country. Most of the rest of the country, park on the side of the road all you want even if it restricts traffic and takes longer to get places. My town always have the roads narrowed due to this and it creates a real gridlock headache in the morning. If you're in a small town like a gun (county) park wherever you can and want. No problem. |

Oh yeah, you can park wherever you want. Just do what you see the locals doing. |

Your car gets the tickets not you. When you go to sell it or scrap it, all the tickets you've accumulated will be held against it at that time. You will have to pay them all or the crapyard won't accept them and the DMV won't transfer the registration over if you sell it. About the only thing you'll be able to do is abandon it somewhere if you're planning on never coming back to Korea. |

Oh, by ticket I don't mean a government issued ticket. I mean the little piece of paper a parking attendant wrote on. |
