Foreigners to Be Barred From Working at Hotels and Motels
Foreigners will be banned from working at hotels, motels and other lodging facilities in a bid to prevent their employers from forcing them into prostitution, according to the Ministry of Labor. The ministry on Monday announced strengthened regulations regarding workplaces where migrant workers are allowed to work.

I was wondering the same thing. I can't see them barring a French Chef from his job at the Hyatt because they want to crack down on prostitution.

Ministry tries to stem migrant prostitution
"We decided to prohibit migrant workers from working in lodging facilities from the beginning," the official added. But he said that the ministry may later consider allowing migrant workers to take employment in certain resort hotels.
