My friend is leaving Korea and is going to give me her phone. She owns the phone after completing a 2 year contract.
Can I just bring the phone to any service provider to get service? Or am I missing something?

Even if you only want a pay-as-you-go / pre-pay style deal you need to take your ARC card as all phones in Korea need to be registered.
There's also a registration fee, but that differs between networks. |

Firstly, it depends on the device - there's a technological aspect, i.e. frequency band to be considered.
Secondly, same carrier handover is the easiest, by showing up at a local shop/office designated for administrative function (NOT all shops under a carrier's banner are authorized to handle admin stuff beyond new purchases such as contract modification) together with your friend, both with IDs, and do the paperwork. If you're jumping over to another carrier for whatever reason, provided that it is technically feasible to do so, then your friend needs to cancel her subscription herself, make sure the device is unlocked, and then hand it over to you so that you start your own subscription under your name. |

Check out the service center for the desired provider, SK, KT, etc and they can assist you with changing your service from your current handphone, if you have one, to the new phone. It takes all of 15 - 30 minutes when you go in to have it done. You will of course need to verify who you are and indicate who the previous owner of the phone was so they can actually verify that person does not have service on the phone. Once everything is verified, it is simply a matter of switching the SIM card and programming the phone for you to use.
Most service centers, at least in my area of the country are quite helpful and this is not rocket science to start with. A regular sales shop will not be able to handle this type of service since they are involved in the "sales" business. So, look for an area provider's service center to help you with your needs.
