I have successfully tied a Korean Paypal account to a Korean credit card. It has been handy for online shopping, but not a bank account. That said, I have not tried in a couple of years.
I have only used the Paypal account for shopping, I have never received any kind of money into it. |

Is your KEB card activated for international use? I opened an account there and received a Visa card but in the corner it says "For use in Korea only" or something like that. So that card does not work with paypal. I tried. I think KEB also has a visa that you can use abroad ( or on international sites or via paypal)
I have a Visa Woori card that I had to have activated for use abroad. When it's not activated I can only use it in Korean stores. When it is activated I can buy things on paypal, I can buy things on US sites without paypal (just like a credit card) and I can withdraw money from the ATM on the military bases here.
Maybe you need to check with your bank. |
This country is weird. VISA is VISA; it ougght to work everywhere. My Canadian ones do. I have a Canadian paypal, but have had trouble using it or shipping some things over here with some sites. I assume it's a lame Korean issue. |

did you get this information from paypal US, or paypal korea customer service? It's quite likely that paypal US is unaware of the national ID card here, and is just giving you a stock answer.
This is the last e-mail I got from them. a couple times I asked to be transfered to a higher level and they just ignored that.

Thanks for contacting. My name is Ada. I will be happy to assist you
with your question regarding your PayPal account.
From your email, I understand that you are a foreigner in Korea but when
you are adding your bank account into your PayPal account, you need to
enter the national ID, which you do not have. Let me explain it to you.
I am sorry that according to Korean economic regulations, it is
necessary that when a bank account is added to ones PayPal account, the
national ID is a necessary information. But please do not worry, if you
can upgrade your PayPal account to a business one, and if you have bank
account opened under the name of a company, you can add the business
bank account into your PayPal account with the specific Corporate Tax
ID. Then you can finish verification and you can also use the business
bank account to withdraw money later.

Hello, my name is Julie. I will be happy to assist you with your
question regarding your PayPal account.
As you mentioned in your previous emails , you want to add your bank
account to your PayPal account. However, for your registered country is
South Korea, you could not realize this. It is because of the local
financial regulation. I think you could know more than us that
foreigners in South Korea could not get national ID which is essential
when adding bank account to your PayPal account. This regulation is a
country one and we PayPal could not change that, right?
I know you may want to make online payment in a hurry .Here I would like
to advice you to turn to your friends who is from South Korea for help.
Use their PayPal to do the transaction.
We would like to make an apology if creating any inconvenience for you.
Your understanding we highly appreciate.
If you need any other further assistance, please do not hesitate to
contact us. |

What the hell's with this country? It's like there's here and then there's the rest of the world. The r3est of the world does it this way and here does it the opposite just to be different and to frustrate people. |

I'm not gonna say the US (my country) doesn't have ridiculous red tape, but here it just seems like to get anything significant accomplished through governmental agencies they want you to first run over here to this office, wait in line and get a stamp (and pay), then run over to this office and wait in line and get a stamp (and pay), then run over to this office and get a stamp .....(repeat ad infinitum).
This, to me, seems clearly designed to keep asses ensconced in government seats so that they have jobs. That's all well and good that you want people employed (you and your cohorts), but this isn't the way to go about it in the long run if you really cared about building a healthy economy for the society as a whole. |

I have two pay pal accounts. One linked to my Korean bank account and one to my Canadian one.
I've withdrawn from both.
Set them both up with their respective credit cards. |
Oh yeah? Can you transfer it from Korean pay pal to Canadian pay pal? I only have Canadian pay pal and Canadian credit cards. Always heard the Korean government has lots of stupid restrictive rules on such things so never tried. Be a great way to transfer money if the two could work together.
I do know that American relatives have transferred US dollars to my Canadian pay pal account and I transferred the funds to my Canadian bank account in the past, no problem. |

Sounds like my home - eastern Canadian provinces. Anyways, you're preaching to the choir here. |
