The reason schools did that (ours included) was to increase the number of full-time teachers on the books. As I understand it, there was a law a few years ago that forced schools to have a certain full-to-part-time ratio of workers. Hiring more foreigners is a cheaper way to meet that requirement... they can list us as full-timers, but still treat us like contract employees at less pay. Sort of an end-run around what the policy was meant for.
