I'm going to take 'accused of' here as strong evidence for the crime and then charges dropped by victim after blood money was paid. It's called out of court settlement in the west.

Well, it sounds like accusation alone is enough to condemn a person. That would be a serious injustice. I think it's a case of mis-translation. When I saw that news item in Korean on the weekend, I didn't hear 'accusation=guilty'. However, Korea does practice half-half, as in there is no smoke without fire. Laughing
