It can't be all that bad for foreign companies here.
Perhaps the problem is on the Tesco side.

That poll was not about starting and running a foreign business, but just business in general.
Tesco's problem (and Costco's) in Korea is the inability to predict what the government is going to do regarding operating hours, overtime, etc.
Ikea has been negotiating for years to open a store in SK and still can't get it done.
Many international companies in SK appear to be joint ventures, such as Starbucks and Shinsegae. If they need a Korean partner, is it really that easy to start and run a foreign business here? |

Just a FYI, Ikea's first store is opening next month. Not sure where, but I heard it's right outside of Seoul.
I'm going retro and recreating my college dorm years. |

The last I rad was that it was not opening because of the ongoing protests from local merchants. It had been announced that it would open in December but that's apparently not the case anymore. |

The point isn't that the US or other countries are free of greed or corruption. The point is that research has proven that greed and corruption are more prevalent in Korea.
