What he said was that "The vast majority of blacks shot in America are shot by other blacks. There's your scandal. They need to address that if they want their young people to not get shot."

You should know because I quoted him directly. I don't see how your interpretation, which elides the fact that he wants to turn away from the fact that police are shooting blacks disproportionately, is any less putting words in his mouth.

Actually look at the stats. More whites are shot by cops than black people. It's just when white trash gets killed, a whole city doesn't riot.
