Question: if my contract ends August 31 and my e2 visa expires sept 30 do I need a release letter to transfer it to a new school job starting sept 1?

Nope, just take the old contract with you when you go to immigration to change your visa to the new school or switch to a D10 visa.

It will cost you 130k each time you change and two trips, so I would just transfer and avoid the D-10.
